    How Elections Matter: Theory and Evidence from Environmental Policy

    In this paper we explore to what extent secondary policy issues are influenced by electoral incentives. We develop a political agency model in which a politician decides on both a frontline policy issue, such as the level of public spending, and a secondary policy issue, such as environmental policy. The model shows under which conditions the incumbent finds it worthwhile to manipulate the secondary policy to attract additional votes to his platform. We test the predictions of the model using state-level panel data on Gubernatorial environmental policy choices over the years 1960-2000. In contrast to the popular view that choices on secondary policy instruments are largely determined by lobbying, we find strong effects of electoral incentives on environmental policy.

    During the last 20 years, organocatalysis has significantly advanced as a field. Thanks to contributions from hundreds of groups and companies around the world, the area has risen from a few mechanistically ill-defined niche reactions, to one of the most vibrant and innovative fields in chemistry, providing several well-defined generic activation modes for selective catalysis. Organocatalysis is also on the rise in industrial settings, especially for the production of enantiomers, which are of use in fine chemistry, pharma, crop-protection, and fragrance chemistry. Here we will look at some of the specific elements of organocatalysis that we think are particularly attractive and contribute to this successful development

    A cross-linguistic database of phonetic transcription systems

    Contrary to what non-practitioners might expect, the systems of phonetic notation used by linguists are highly idiosyncratic. Not only do various linguistic subfields disagree on the specific symbols they use to denote the speech sounds of languages, but also in large databases of sound inventories considerable variation can be found. Inspired by recent efforts to link cross-linguistic data with help of reference catalogues (Glottolog, Concepticon) across different resources, we present initial efforts to link different phonetic notation systems to a catalogue of speech sounds. This is achieved with the help of a database accompanied by a software framework that uses a limited but easily extendable set of non-binary feature values to allow for quick and convenient registration of different transcription systems, while at the same time linking to additional datasets with restricted inventories. Linking different transcription systems enables us to conveniently translate between different phonetic transcription systems, while linking sounds to databases allows users quick access to various kinds of metadata, including feature values, statistics on phoneme inventories, and information on prosody and sound classes. In order to prove the feasibility of this enterprise, we supplement an initial version of our cross-linguistic database of phonetic transcription systems (CLTS), which currently registers five transcription systems and links to fifteen datasets, as well as a web application, which permits users to conveniently test the power of the automatic translation across transcription systems

    Excessive growth hormone expression in male GH transgenic mice adversely alters bone architecture and mechanical strength

    Patients with acromegaly have a higher prevalence of vertebral fractures despite normal bone mineral density (BMD), suggesting that GH overexpression has adverse effects on skeletal architecture and strength. We used giant bovine GH (bGH) transgenic mice to analyze the effects of high serum GH levels on BMD, architecture, and mechanical strength. Five-month-old hemizygous male bGH mice were compared with age- and sex-matched nontransgenic littermates controls (NT; n=16/group). Bone architecture and BMD were analyzed in tibia and lumbar vertebrae using microcomputed tomography. Femora were tested to failure using three-point bending and bone cellular activity determined by bone histomorphometry. bGH transgenic mice displayed significant increases in body weight and bone lengths. bGH tibia showed decreases in trabecular bone volume fraction, thickness, and number compared with NT ones, whereas trabecular pattern factor and structure model index were significantly increased, indicating deterioration in bone structure. Although cortical tissue perimeter was increased in transgenic mice, cortical thickness was reduced. bGH mice showed similar trabecular BMD but reduced trabecular thickness in lumbar vertebra relative to controls. Cortical BMD and thickness were significantly reduced in bGH lumbar vertebra. Mechanical testing of femora confirmed that bGH femora have decreased intrinsic mechanical properties compared with NT ones. Bone turnover is increased in favor of bone resorption in bGH tibia and vertebra compared with controls, and serum PTH levels is also enhanced in bGH mice. These data collectively suggest that high serum GH levels negatively affect bone architecture and quality at multiple skeletal sites

    Inhibition of PaCaMKII-E isoform in the dorsal unpaired median neurosecretory cells of cockroach reduces nicotine- and clothianidin-induced currents

    Cellular responses to Ca(2+) require intermediary proteins such as calcium/calmodulin-dependent protein kinase II (CaMKII), which transduces the signal into downstream effects. We recently demonstrated that the cockroach genome encodes five different CaMKII isoforms, and only PaCaMKII-E isoform is specifically expressed in the dorsal unpaired median neurosecretory cells. In the present study, using antisense oligonucleotides, we demonstrated that PaCaMKII-E isoform inhibition reduced nicotine-induced currents through alpha-bungarotoxin-sensitive and -insensitive nicotinic acetylcholine receptor subtypes. Specifically, PaCaMKII-E isoform is sufficient to repress nicotinic current amplitudes as a result of its depression by antisense oligonucleotides. Similar results were found using the neonicotinoid insecticide clothianidin, which acted as a full agonist of dorsal unpaired median neuron nicotinic acetylcholine receptors. Clothianidin current amplitudes are strongly reduced under bath application of PaCaMKII-E antisense oligonucleotides but no significant results are found with alpha-bungarotoxin co-applied, demonstrating that CaMKII-E isoform affects nicotine currents through alpha-bungarotoxin-sensitive and -insensitive receptor subtypes whereas clothianidin currents are reduced via alpha-bungarotoxin-insensitive receptors. In addition, we found that intracellular calcium increase induced by nicotine and clothianidin were reduced by PaCaMKII-E antisense oligonucleotides, demonstrating that intracellular calcium increase induced by nicotine and clothianidin are affected by PaCaMKII-E inhibition.     Physics Case for the ILC Project: Perspective from Beyond the Standard Model

    The International Linear Collider (ILC) has recently proven its technical maturity with the publication of a Technical Design Report, and there is a strong interest in Japan to host such a machine. We summarize key aspects of the Beyond the Standard Model physics case for the ILC in this contribution to the US High Energy Physics strategy process. On top of the strong guaranteed physics case in the detailed exploration of the recently discovered Higgs boson, the top quark and electroweak precision measurements, the ILC will offer unique opportunities which are complementary to the LHC program of the next decade. Many of these opportunities have connections to the Cosmic and Intensity Frontiers, which we comment on in detail. We illustrate the general picture with examples of how our world could turn out to be and what the ILC would contribute in these cases, with an emphasis on value-added beyond the LHC. These comprise examples from Supersymmetry including light Higgsinos, a comprehensive bottom-up coverage of NLSP-LSP combinations for slepton, squark, chargino and neutralino NLSP, a stau-coannihilation dark matter scenario and bilinear R-parity violation as explanation for neutrino masses and mixing, as well as generic WIMP searches and Little Higgs models as non-SUSY examples.Comment: 20 pages, 10 figures.
